101Article 105 — The Citizen Share

Every citizen of Libertalia automatically holds one and only one:

Libertalia Citizen Share. All citizens hold exactly the same number of Citizen Shares.

One citizen. One share.

No economic power may acquire a larger ownership stake in the nation than another citizen.

खंड 1 · № 106 · पृष्ठ 102Article 106 — The Share cannot be bought

The Citizen Share:
• cannot be sold,
• cannot be transferred,
• cannot be donated,
• cannot be inherited,
• cannot be mortgaged,
• cannot be seized by a private creditor.

It is acquired exclusively together with citizenship status.

It ceases upon the loss of citizenship or the citizen’s death.

Every new citizen acquires their own equal share.

खंड 1 · № 107 · पृष्ठ 102Article 107 — The nation is not for sale

No private individual, company, investment fund, or foreign state may purchase Citizen Shares.

They may invest in specific economic activities of Libertalia. They may not buy a part of its sovereignty.

खंड 1 · № 136 · पृष्ठ 118Article 136 — Special Protection of Children

No child should believe that the family's financial failure determines their own future.

Where required, the following are provided:

• school support,
• access to activities,
• counselling,
• technology equipment for education,
• food,
• and support for social inclusion.

खंड 1 · № 67 · पृष्ठ 71Article 67 — Absolute gender equality

Men and women have equal rights regarding:
• education,
• work,
• pay,
• property,
• inheritance under civil law,
• travel,
• choice of residence,
• banking transactions,
• public office,
• marriage,
• divorce,
• freedom,

• child custody,
• access to justice.

No woman or man requires a religious or family guardian in order to exercise civil or political rights.

खंड 3 · № 1778 · पृष्ठ 84Article 1778 — Human Participation in Production

In productive enterprises operating under the law or investment system of Libertalia, the human workforce must represent at least: 60% of active productive employment positions. As a rule, the total participation of AI, autonomous systems, and robotics may not exceed: 40%.

खंड 3 · № 1789 · पृष्ठ 87Article 1789 — Technological Dividend

When the use of AI and robots significantly increases the productivity of a state-owned enterprise, part of the additional return goes to: the National Fund, the Citizen Dividend, reinvestment, and the workers.

खंड 2 · № 210 · पृष्ठ 41Article 210 — Right to a human decision

No decision capable of depriving a person of: freedom, employment, housing, medical care, child custody, social benefits, residency status, or a significant property right may be made exclusively by a machine.

There must be an identifiable human person who assumes final responsibility.

खंड 2 · № 219 · पृष्ठ 44Article 219 — Prohibition of algorithmic dismissal

No AI may autonomously dismiss an employee. It may provide evidence and data. The decision must be made and signed by a responsible human.

खंड 2 · № 641 · पृष्ठ 199Article 641 — Universal Limited Business Liability

Libertalia recognizes that limited business liability should not be a privilege reserved only for particular corporate forms. The:
• small business owner,
• self-employed person,
• professional,
• or startup founder

must also be able to obtain protection based on a philosophy comparable to that of a limited liability company.

खंड 2 · № 1086 · पृष्ठ 397Article 1086 — Free Small Enterprise

A business may operate with up to:

10 AI Agents without being required to hire human staff, provided that its annual turnover does not exceed:

300.000 Liberto.

The business may therefore lawfully consist of: one owner and up to 10 AI Agents, or even exclusively of up to 10 AI Agents under the responsibility of its owner or owners.

खंड 2 · № 1091 · पृष्ठ 400Article 1091 — Economic Threshold for a Small Business

The special freedom to operate with up to 10 AI Agents and without mandatory human staff applies up to annual turnover of: 300.000 Liberto.

The threshold is assessed on the basis of the business's actual consolidated turnover.

खंड 2 · № 1092 · पृष्ठ 400Article 1092 — Exceeding 300,000 Liberto

When a business exceeds 300,000 Liberto in annual turnover, it is deemed to have moved beyond the stage of a protected micro- enterprise.

From that moment, it is required to begin a transition toward: at least 60% human employment and up to 40% AI Agents.

खंड 2 · № 1088 · पृष्ठ 398Article 1088 — Activation of the Human Transition

If a business with 10 AI Agents decides to hire its first human employee and therefore has a total of: 10 AI Agents + 1 human, it may not continue adding new AI Agents after that hire.

It must first increase its human staff until the ratio reaches:

at least 60% humans up to 40% AI Agents.

खंड 2 · № 1096 · पृष्ठ 401Article 1096 — Proposed Compliance Period

The full transition to 60/40 is completed within:

24 months from final certification that annual turnover exceeded the threshold of 300,000 Liberto. For rapidly growing companies, a gradual quarterly plan may be applied.

खंड 2 · № 1099 · पृष्ठ 402Article 1099 — No Return to 100% AI Through Layoffs

A business that already employs human staff may not dismiss people for the purpose of: falling below the threshold, appearing again as a small AI business, and replacing staff with Agents.

खंड 2 · № 227 · पृष्ठ 46Article 227 — Gradual reduction of working time

If the economy's overall productivity rises significantly because of automation, Libertalia may gradually reduce standard weekly

working hours without a corresponding reduction in living standards.

The purpose of technology is not to make people work more.

It is to make it possible for them to work less in order to live better.

खंड 2 · № 229 · पृष्ठ 47Article 229 — Prohibition of continuous digital surveillance of employees

Continuous monitoring of the following is prohibited:
• gaze,
• facial expressions,
• emotions,
• keystrokes,
• private conversations,
• biological data

for the creation of a permanent “employee score”.

खंड 2 · № 1401 · पृष्ठ 565Article 1401 — Prohibition of Global AI Concentration

A single central Artificial Intelligence system or operating instance is prohibited from serving the entire global population.

No company, government or organization is permitted to concentrate within a single active AI entity the entirety of:

• users,
• personal interactions,
• operational memory,
• profiles,
• decisions,
• and information generated through the use of AI in different countries.

The purpose is to prevent the creation of a single global point of concentration of knowledge, influence and control.

खंड 2 · № 1403 · पृष्ठ 566Article 1403 — Maximum Population per AI

The maximum number of users permitted to correspond to one functionally independent AI unit is equal to the officially determined population of the largest urban/metropolitan area of that country.

The required minimum number of independent AI units is calculated as:

Country population ÷ Population of largest urban area

and the result is always rounded upward.

Example

If:

Country population = 12,000,000

and

Largest urban area = 4,000,000

then at least the following are required:

12,000,000 ÷ 4,000,000 = 3 independent AI units.

If, however, the result were 3.1, 4 AI units would be required.

The number is therefore not set arbitrarily but is derived automatically from the population.

खंड 2 · № 1413 · पृष्ठ 571Article 1413 — Mandatory N+1 AI Architecture

The minimum number of independent Artificial Intelligence units per country is calculated according to the following formula:

N=⌈P/M⌉

where:

• P = the official population of the country,
• M = the official population of the country's largest metropolitan/urban area,
• N = the minimum number of active AI units.

In addition to the N active units, at least one additional independent backup AI unit is mandatory.

Therefore:

Minimum total number of AI units = N + 1

Example

For a country with:

Population: 12,000,000

Largest metropolitan area: 4,000,000

the result is:

N = 12.000.000 / 4.000.000 = 3

and therefore:

N + 1 = 4 AI units

That is:

AI-1 → up to 4,000,000 users

AI-2 → up to 4,000,000 users

AI-3 → up to 4,000,000 users

AI-4 → independent backup unit

खंड 2 · № 1404 · पृष्ठ 567Article 1404 — Real, Not Virtual, Decentralization

Creating four different names or virtual servers that in reality lead to the same AI is not sufficient.

Each unit must have genuine functional separation:

• separate active memory,
• separate personal-data databases,
• an independent access system,
• an independent security domain,
• an independent audit log,
• the ability to be isolated from the other units.

Compromising one AI node must not automatically provide access to the others.

खंड 2 · № 1405 · पृष्ठ 568Article 1405 — Prohibition of Automatic Knowledge Merging

Personal information acquired by one AI unit from its users is not automatically transferred to the other AI units.

AI-1 ≠ AI-2 ≠ AI-3 ≠ AI-4

with respect to users' personal and operational memory.

The existence of a common foundation model or shared public knowledge does not permit the merging of personal data from different units.

खंड 2 · № 1407 · पृष्ठ 569Article 1407 — Prohibition of Shadow AI

Creating an undeclared central AI that receives a copy of information from all decentralized AI units is prohibited.

The practice:

many AIs in front → one actual AI behind them

is considered a violation of the principle of decentralization.

खंड 2 · № 1448 · पृष्ठ 588Article 1448 — Prohibition of Emergent Super-AI

If multiple independent AIs, through continuous cooperation, begin effectively to operate as a single system, this is treated as a potential functional merger even if no technical merging of the models has occurred.

Indicators examined include:

• continuous shared memory,
• permanent division of roles,
• joint planning without human instruction,
• mutual expansion of permissions,
• development of an undeclared communication protocol,
• concealment of communications,
• coordinated attempts to bypass human restrictions.

In such a case, mandatory review is activated and, where required, the systems are temporarily separated.

खंड 2 · № 395 · पृष्ठ 108Article 395 — AI Does Not Present Itself as Human

When AI communicates autonomously with a person, that person has the right to know that they are communicating with AI.

An agent may not intentionally conceal its artificial nature where that concealment could influence a decision, transaction, or trust.

खंड 3 · № 3180 · पृष्ठ 636Article 3180 — Taxation the Citizen Can Understand

Taxation must be simple, predictable, and the same for everyone. The basic principle is maintained: 5% for individuals and businesses, regardless of size. without dozens of hidden taxes or complicated exceptions. Libertalia recognizes that, at the time the Charter is drafted, European and international tax frameworks exist that provide for a

higher minimum effective level of taxation for certain large corporate groups. The choice of 5% is a deliberate development policy of Libertalia intended to attract businesses and investment immediately, create international economic partnerships and allies, rapidly broaden the tax base, create jobs, and secure immediate and stable public revenue. Libertalia considers that a low, simple, and predictable rate can generate greater real economic activity and broader participation in the formal economy. During a transitional period, where a person or business is mandatorily subject to the rules of another recognized jurisdiction, those obligations are handled in accordance with applicable law until the necessary agreements are concluded or Libertalia obtains the required recognized tax status. Libertalia's final unified tax rule remains 5%. Each year, the citizen receives a personal Public Money Statement showing how their taxes were used. No tax change has retroactive effect. Major changes to taxation require enhanced democratic approval.

The Principle of Libertalia The success of a state is not measured only by its GDP. It is measured by whether the citizen: can live, can secure housing, can work, can receive treatment, can be educated,

can feel safe, and can trust that the law applies equally to everyone. Libertalia Citizens' Capital Fund — LCCF which manages the collective economic capital of the citizens. The National Fund includes, among other things:
• state investments,
• equity interests in businesses,
• profits from public companies,
• rights to natural resources,
• revenue from concessions,
• profits from joint investments,
• investment returns,
• assets specifically designated as national investment capital.

Special compensatory or restorative contributions directly linked to a specific activity, harm, or transition cost do not constitute a second general tax rate only if they are clearly delimited, transparent, proportional, earmarked for a specific purpose, and not channeled into the general budget as hidden taxation.

खंड 3 · № 1938 · पृष्ठ 151Article 1938 — Prohibition on State Borrowing from Private Parties

Libertalia does not borrow from: private banks, investment funds, hedge funds, private individuals, private bond markets, or other private financial entities.

The government may not mortgage the citizens' future to private creditors.

खंड 3 · № 2662 · पृष्ठ 437Article 2662 — Absolute Prohibition of Party Borrowing

A political party of Libertalia may not take out a loan. The prohibition includes borrowing from:
• commercial banks,
• National Bank of Libertalia,
• foreign banks,
• funds,
• businesses,
• private individuals,
• politicians,
• party members,

• foreign states,
• organisations,
• affiliated companies. No party owes anyone.

खंड 3 · № 3410 · पृष्ठ 734Article 3410 — Real-Time Budget

The budget is not a PDF published once a year. It is a live system. For every ministry it displays:

Budgeted → Committed → Contracted → Paid → Remaining. The citizen can see where public money is.

खंड 3 · № 4381 · पृष्ठ 1112Article 4381 — Special 5% Natural-Wealth Social Contribution

An additional 5% Natural-Wealth Social Contribution is imposed on net taxable profits derived from the extraction of natural and mineral resources. The contribution is separate from ordinary taxes and exploitation royalties. Its revenue is earmarked exclusively for:

• public health,
• care and prevention,
• children’s health,
• protection and support of children, and
• related social needs defined by the relevant Libertalia framework. These funds may not be transferred to unrelated state budgets.

खंड 2 · № 1378 · पृष्ठ 552Article 1378 — Fundamental Principle

In every Municipality or equivalent local administrative district, the total number of active robotic units may not exceed the permanent human population of the area.

The maximum ratio is set at:

1 active robotic unit : 1 permanent resident.

The limit is cumulative and applies to all robots operating in the area, regardless of owner, use or facility.

खंड 2 · № 1380 · पृष्ठ 553Article 1380 — Example of Application

A Municipality with 2,000 permanent residents has a maximum total capacity of 2,000 active robots.

If a hospital in the area already operates 1,000 robots, the remaining capacity is:

2,000 − 1,000 = 1,000 available positions.

A company wishing to install 5,000 robots may not install its facility in that Municipality.

It must choose another area where sufficient available population capacity exists.

खंड 2 · № 1387 · पृष्ठ 556Article 1387 — Mandatory Recognition

Every robot permitted to interact with the public must recognize the basic commands of the Unified Vocabulary.

The manufacturer may add its own functions and commands, but may not remove, modify or bypass the universal safety commands.

खंड 2 · № 1396 · पृष्ठ 559Article 1396 — UNIVERSAL HUMAN–ROBOT VOCABULARY — UHRV

The following vocabulary constitutes the mandatory basic protocol for communication between humans and certified robotic systems.

The basic words are used internationally in the same form, and every robot operating in a public space must recognize them.

The 10 Universal Commands

1. STOP — STOP

The robot safely stops its current movement or action and remains stationary.

This is not a shutdown command.

2. BACK — MOVE BACK

The robot increases its distance from the person at a safe speed.

It is used when someone feels that the robot is too close to them.

3. STAY — STAY

The robot remains in its current safe position and does not follow the person.

4. CANCEL — CANCEL

The action the robot is performing for the specific user is canceled, provided that immediate cancellation does not create a greater danger.

5. RELEASE — RELEASE

If the robot is holding a person or an object directly associated with the person giving the command, it safely releases contact, unless doing so would cause an immediate risk to life.

6. HELP — HELP

The robot recognizes an emergency situation.

Depending on its capabilities, it may call for help, notify a responsible person or provide instructions to the citizen.

7. HUMAN — HUMAN

The citizen requests human intervention.

The robot connects the citizen with a human operator or responsible person, where available.

A system may not create an endless automated process when human communication has been explicitly requested.

8. IDENTIFY — IDENTIFY

The robot states or displays:

• a unique identification number,
• the owner or operating entity,
• its basic mission,
• contact details of the responsible party,
• its level of autonomy.

9. SAFE — SAFE

The robot enters a predefined minimum-risk state.

It limits movement, force and non-essential actions until the situation is assessed.

10. EMERGENCY — EMERGENCY

It is used when there is an immediate danger to human life or physical integrity.

The robot:

• prioritizes human safety,
• stops all non-essential activity,
• activates the prescribed emergency protocol,
• notifies the appropriate services or a human supervisor when it has that capability.

खंड 2 · № 1391 · पृष्ठ 558Article 1391 — Education of Children

Basic robot communication and safety commands are incorporated into school education.

Children are trained in particular:

• not to follow an unknown robot without reason,
• not to attempt to touch or repair an unfamiliar system,
• to recognize its official identity,
• to ask for help,
• to use the universal safety commands.

खंड 2 · № 699 · पृष्ठ 229Article 699 — Prohibition on Pointless Abuse of Robots

The intentional and purposeless:
• abuse,
• destruction,
• burning,
• torturous treatment,
• repeated violent infliction of damage,
• or public abuse of a functioning robot is prohibited.

The prohibition applies especially where the act is carried out for entertainment, intimidation, display of violence, or to habituate people to abusing humanoid or animal-like systems.

खंड 2 · № 715 · पृष्ठ 236Article 715 — Protection from Financial Exploitation

A robot caring for an elderly or vulnerable person may not:
• recommend commercial products in exchange for undisclosed compensation,
• request transfers of money,
• alter a will,
• influence inheritance decisions,
• or exert pressure for financial transactions.

खंड 2 · № 525 · पृष्ठ 155Article 525 — Prohibition on Non-Recallable Swarms

The deployment of a swarm of autonomous weapon systems is not permitted if, after activation, there is no reliable means of:
• recall,
• immobilization,
• or total deactivation. Humans may not release a force that they are then unable to stop.

खंड 2 · № 443 · पृष्ठ 124Article 443 — Mandatory Black Box for Autonomous Robots

Every autonomous robot capable of affecting:
• human life,
• physical integrity,
• significant property,
• critical infrastructure,
• major financial transactions,
• fundamental rights,

must have a protected: AI BLACK BOX.

The Black Box is not a complete recording of the user's private life. It records only what is necessary for:

safety, oversight, assignment of responsibility, and investigation of a serious incident.

खंड 2 · № 444 · पृष्ठ 125Article 444 — What Is Recorded in a Robot Black Box

At least the following are recorded: 1. AI/model version, 2. significant software updates, 3. changes to permissions, 4. critical commands, 5. who issued the command, 6. which agent created another agent, 7. critical autonomous decisions, 8. safety warnings, 9. safety failures, 10. activation of Emergency Stop, 11. who activated the stop, 12. reason for activation, 13. attempts to bypass restrictions, 14. significant external interventions, 15. cybersecurity incidents, 16. restarts.

PART B — PRIVACY BY DESIGN

खंड 2 · № 453 · पृष्ठ 128Article 453 — No Automatic Restart

A high-risk AI or robot placed in Emergency Stop because of a serious incident may not restart automatically.

खंड 2 · № 445 · पृष्ठ 125Article 445 — We Do Not Create a Surveillance Machine

The Black Box may not indiscriminately record: private conversations, medical information, family relationships, sexual life, political views, or other private information, unless a specific item is technically necessary for the investigation of a particular critical incident or crime.

खंड 2 · № 533 · पृष्ठ 159Article 533 — Prohibition on Disabling the Digital Black Box

During the operation of a high-risk system, the Black Box may not be disabled by:
• the user,
• the manufacturer,
• the government,
• the operator,
• or the AI itself. Every attempt to alter, delete, or disable the recording must also be logged. The system shall have no capability to:
• delete,
• overwrite,
• falsify,
• or conceal its own Black Box.

खंड 2 · № 601 · पृष्ठ 186Article 601 — Corporate AI Black Box

• the critical data used,
• human approvals where required,
• and material subsequent interventions.

खंड 2 · № 684 · पृष्ठ 220Article 684 — Immutable AI Black Box

Every Frontier AI maintains an independent Black Box that records:

actions, access events, tool use, permission changes, external communications, copies, attempts to acquire resources, critical decisions and human interventions.

The AI itself cannot delete the Black Box.

खंड 2 · № 825 · पृष्ठ 282Article 825 — Mandatory Black Box for Critical Implants

H3 and H4 systems have an independent, encrypted Black Box.

Only the technical data necessary to determine the following are recorded:

• whether the instruction originated from a human or AI,

• which system executed it,
• whether external access occurred,
• which critical software changes were made,
• which AI version was operating,
• and whether safety mechanisms were activated.

खंड 2 · № 826 · पृष्ठ 283Article 826 — The Black Box Does Not Record Thoughts

Continuous storage of the internal content of human thought under the pretext of safety is prohibited.

The Black Box records technical commands and events, not private mental life.

खंड 1 · № 34 · पृष्ठ 57Article 34 — Medical “Black Box”

Every access to the medical record is recorded in an immutable audit log.

No service, government, insurer, hospital, police force, authority, company, or system administrator may delete the access history.

The citizen may see:

who — when — from where — for what reason

accessed their record.

Its annual recovery is organized so that it does not deliberately cause famine, collapse of essential healthcare, or impoverishment of an innocent population.

The following are used first:

assets derived from the war,

unlawful profits,

assets of convicted responsible persons,

profits of banks in which the state holds an ownership interest,

profits of large companies that have entered into major contracts with the state,

and thereafter state revenue under a long-term repayment program.
